The 2025 NSP Funding Round Has Closed

The Neighborhood Stabilization Program (NSP) addresses disinvestment and blighted conditions in communities across Massachusetts, offering capital grant funds for redevelopment, reconstruction, renovation or repair of substandard and/or blighted properties to help stabilize neighborhoods across the Commonwealth.

The NSP helps cities and towns, nonprofits and community development corporations create new homeownership opportunities in 1-4 unit properties or rehabilitate rental properties with 15 units or less.

The program is offered by MassHousing, in partnership with the Massachusetts Executive Office of Housing and Livable Communities (EOHLC).

Who can apply?

Eligible applicants for Neighborhood Stabilization Program funds include

  • Cities and towns and their agencies, boards, commissions, authorities, departments or instrumentalities
  • Community development corporations
  • Non-profit organizations

How can NSP funds be used?

Neighborhood Stabilization Program funds can be used for activities where the scope of work includes construction, reconstruction, renovation, repair or improvement of eligible properties.

Work can include hazardous materials abatement, mobility adaptations and other work that will mitigate blighted or substandard conditions.

Funds may be used to rehab or create 1-4-unit homeownership properties or small-scale (15 units or less) rental properties.

What properties are eligible?

Eligible properties must meet one or more of the following criteria

  • Have been cited for building and/or safety code violations
  • Are subject to loss of property insurance due to substandard conditions
  • Are otherwise blighted and substandard
