The Neighborhood Stabilization Program and Worcester Common Ground
MassHousing, in partnership with the Massachusetts Executive Office of Housing and Livable Communities (EOHLC), is pleased to announce the 2025 Neighborhood Stabilization Program (NSP) funding round.
The NSP addresses disinvestment and blighted conditions in communities across Massachusetts, offering capital grant funds for redevelopment, reconstruction, renovation or repair of substandard and/or blighted properties to help stabilize neighborhoods across the Commonwealth.
The NSP helps cities and towns, nonprofits and community development corporations create new homeownership opportunities in 1-4 unit properties or rehabilitate rental properties with 15 units or less.
A total of $7 million is available to eligible applicants in the 2025 funding round. The NSP guidelines have also been updated. To learn more, please see the Notice of Funding Availability, NSP Guidelines and additional information below.

Application Process
- Interested parties complete the Neighborhood Stabilization Program Registration Form (open now).
- MassHousing staff review responses to the registration form.
- MassHousing provides applicants access to a secure online folder to upload materials.
- Applicants submit all materials no later than November 14, 2025 at 5 p.m. EST.
Who can apply?
Eligible applicants for Neighborhood Stabilization Program funds include
- Cities and towns and their agencies, boards, commissions, authorities, departments or instrumentalities
- Community development corporations
- Non-profit organizations
How can NSP funds be used?
Neighborhood Stabilization Program funds can be used for activities where the scope of work includes construction, reconstruction, renovation, repair or improvement of eligible properties.
Work can include hazardous materials abatement, mobility adaptations and other work that will mitigate blighted or substandard conditions.
Funds may be used to rehab or create 1-4-unit homeownership properties or small-scale (15 units or less) rental properties.
What properties are eligible?
Eligible properties must meet one or more of the following criteria
- Have been cited for building and/or safety code violations
- Are subject to loss of property insurance due to substandard conditions
- Are otherwise blighted and substandard
How to Apply
Interested applicants must complete the Neighborhood Stabilization Program Registration Form. MassHousing staff will review responses to the registration form and provide access to a secure online folder where applicants can upload materials to complete the application.
The application period closes on November 14, 2025 at 5 pm EST.
