Request for Proposals: Move-In Mass
MassHousing, in collaboration with the Executive Office of Housing and Livable Communities (EOHLC), is seeking proposals from qualified non-profit and for-profit developers interested in using manufactured (specifically CrossMod), modular, or other cost-effective methods to produce starter homes in the Commonwealth. Move-In Mass Pre-Proposal Conferences
Conference #1: Move-In Mass RFP Overview | November 10, 2026, 11 a.m. to 12 p.m.
The virtual (Zoom) session will provide an overview of the RFP, including program objectives, eligibility and application requirements, funding terms, evaluation criteria, and the proposal submission process. Participants will have an opportunity to ask questions. Responses to questions will be published on MassHousing’s website after the session.

- Project Financing and Affordability
- Submitting a Competitive Proposal and Final Q&A
