TAP Membership for 2026-2027
Rental housing isn’t just about buildings. It’s also about the people who live there and the people who build it and keep it running. TAP helps to provide housing stability and helps to strengthen families and communities.
Hundreds of housing developments across the Commonwealth join TAP each year. We hope that your rental community is one of them in 2026-2027.
Available to all permanent affordable housing developments, TAP offers member sites unlimited access to trainings; a choice of diverse programs and workshops for residents; dispute resolution services to help address on-site conflict; and hoarding consultation and flex funds. TAP also offers bonus benefits to its members throughout the year.
Membership Benefits
TAP membership provides these hands-on tools to address issues affecting families and older adults in rental housing:
- Trainings: Free for TAP member site staff
- Resident Engagement Programs: On-site programs and workshops
- Dispute Resolution: Services to manage on-site conflict
- Hoarding Consultation and Flex Funds: Virtual consultation to site staff and flex funds to address hoarding behaviors on site through the Tenancy Preservation Program
To join TAP, simply register online via Constant Contact and submit payment with a copy of your confirmation email. Once payment is received, you may begin to enjoy your TAP benefits!

TAP Pricing
Membership to TAP is available to all affordable rental housing communities with 10 or more units throughout the Commonwealth. We recognize that the value of TAP extends beyond sites financed and/or overseen by MassHousing. Therefore, we have created a tiered pricing system that makes TAP membership available to any site. This pricing model will include all four benefits (training, dispute resolution services, an allotment of resident engagement programs, and hoarding consultation and flex funds) for the flat rate outlined below:
- Sites that are financed by MassHousing: $14 per unit
- Sites that are affiliated but not financed with MassHousing, including public housing: $18 per unit
- Sites that don’t fit into either of the above categories: $25 per unit
HUD’s Updated Endorsement
The Department of Housing and Urban Development (HUD) has provided an endorsement for the TAP program, which allows HUD-assisted sites to pay for TAP out of their operating budgets. This endorsement does not apply to non HUD-assisted sites. In any case, please carefully review HUD’s updated endorsement of the TAP program in determining at what level you would like to participate. Training Only Membership (TOM)
Not eligible for TAP? Our Training Only Membership may be right for you!
This individual-based membership, available to housing providers outside of Massachusetts and service providers who are not employed or contracted by a housing provider, provides access to trainings offered through MassHousing’s Housing Stability Department. This membership is not available to those whose companies are eligible for full membership in TAP but have chosen not to enroll their site in the program.
TOM is a paid subscription program. TOM subscribers may register for an unlimited number of trainings at no additional cost (both webinars and in-person) during the subscription period that runs from July 1 to June 30. TOM Subscription is not transferable or refundable and cannot be applied to existing registrations or prorated.

- General Public: $375
- Government/Non-Profit: $325 (if you are a government or non-profit entity please contact us for discount coupon)
NOTE: It can take 1-2 business days for your membership to be activated. You will receive an email when your subscription is ready for use.
Training Cancellation Policy
In line with our training cancellation policy for TAP Members, TOM Subscribers will be charged the full training fee if they do not attend trainings for which they are registered, and do not cancel their registration at least three business days prior to the training.
Available to All Housing and Social Service Professionals
Designed for individuals working in property management and social services, some of TAP’s resources are available to the general public without TAP membership:
- Trainings are offered at low-cost registration fees for the general public and additionally reduced rates for staff of local housing authorities
