Chief Executive Officer

Chrystal Kornegay is a mission-driven problem solver whose career is defined by repositioning organizations for growth. Her data-informed, laser focus on outcomes has led to increases in state investments in affordable housing and the launch of nationally recognized programs to advance mixed-income housing, climate resilience and homeownership.

For nearly two decades, Chrystal has held senior positions in the nonprofit and government sectors, using transactions to drive change. Under her leadership, MassHousing has grown to serve exponentially more people, and secured over $500 million in government funds to expand housing production and preservation. More than one-fourth of the dollars that MassHousing has lent in the past five decades have been delivered during Chrystal's tenure.

Prior to joining MassHousing, Chrystal served as Undersecretary of the Commonwealth’s Department of Housing and Community Development. As Undersecretary, she oversaw a significant expansion in the production of affordable housing, led efforts to redevelop public housing as mixed-income communities, and launched innovative programs to build economic prosperity for low-income households. Chrystal previously served as President and Chief Executive Officer of the community development corporation Urban Edge, where she led a turnaround in the firm's finances, while growing its housing portfolio, and tackling complex development projects.

Chrystal lends her fun-loving spirit to the industry having served on the boards of community development nonprofits, government agencies and CDFIs. She currently is on the board of the National Council of State Housing Agencies (NCSHA) and the National Housing Trust (NHT), and on the Housing Council of the Bipartisan Policy Center.

Chrystal has been widely recognized for her leadership and public service. Her honors include the Excellence in Public Service award from the Rental Housing Association, the Distinguished Leadership Award from the Jewish Alliance for Law and Social Action, the Outstanding Impact Award from the Citizens' Housing and Planning Association, and the Gateway Cities Champion award from the Massachusetts Institute for a New Commonwealth. Chrystal holds a master's degree in urban planning from the Massachusetts Institute of Technology and a Bachelor of Arts Degree from Hunter College.

Chief Financial & Administrative Officer

Rachel Madden joined MassHousing in 2018 as Chief Operating Officer and was appointed Chief Financial & Administrative Officer in 2021. In her role, Rachel oversees all financial, investing and cash operations, and manages the Agency's financial position, investor relations, investment and cash management needs.

Under Rachel's stewardship as CFAO, MassHousing has seen sustained growth in its core business lines and financial capacity, including 26.6 percent growth in total assets to over $7.5 billion; 64 percent growth in total revenues; and $6.6 billion in total affordable housing lending.

Rachel has held several leadership roles during her career in public service. As Undersecretary at the Executive Office for Administration and Finance for the Commonwealth of Massachusetts, she oversaw the development and implementation of a $40+ billion operating and $2.3+ billion capital budget. In addition, she served as the Director of Administration and Finance and Chief Financial Officer for the Massachusetts Water Resources Authority; Deputy Registrar at the Registry of Motor Vehicles; and Director of Field Operations for the Department of Revenue's Child Support Enforcement Division.

Rachel was honored to receive a Boston Business Journal 2025 CFO of the Year Award. She has Bachelor of Arts from the University of Rochester.

Chief Legal and Operating Officer

Colin McNiece joined MassHousing in 2019 as General Counsel and was appointed Chief Legal & Operating Officer in 2024. He is responsible for overseeing the Agency's day-to-day operations and implementing strategic plans to confront the Commonwealth's housing challenges.

Colin oversees the departments of human resources, internal audit, legal, marketing and communications, and administration. He also serves as a key strategic advisor to the MassHousing Board. During Colin's tenure with MassHousing, the Agency has seen sustained growth in its core business lines, including $6.8 billion in total affordable housing lending.

Before launching his legal career, Colin worked in city planning, including serving as Chief Planner and Economic Development Director in Lowell, Massachusetts. Under his leadership in Lowell, Colin was responsible for spearheading the development of the City's Arts District, developing an urban revitalization plan, and leading the restructuring of the municipal parking system, as well as the financing of a new facility to catalyze development.

Recognizing the integral role that financing plays in municipal revitalization—and the challenge of balancing redevelopment needs with the technical requirements of the federal tax code—Colin elected to earn his law degree. His legal career concentrated on public finance. Prior to joining MassHousing, Colin spent over a decade at a Boston-based law firm, where his public finance practice specialized in housing, transportation, higher education, health care, and economic development.

Colin earned a Master of Community and Regional Planning from Iowa State University and a J.D. from Roger Williams University School of Law.

Vice President of Homeownership Programs

Mounzer Aylouche oversees all aspects of MassHousing's homeownership business, including production, lending operations and servicing. He has extensive experience in the home mortgage lending industry, having held positions in loan servicing, secondary marketing, loan origination, and senior management. At MassHousing, he previously served as secondary marketing officer, relationship manager and manager of Homeownership Business Development.

Mounzer was the 2017 Chairman of the Massachusetts Mortgage Bankers Association (MMBA), and the past president of the organization's charitable arm, the MMB Foundation. He holds a Bachelor's degree in Financial Management & Economics from the University of Massachusetts at Lowell, and an MBA in Marketing from Southern New Hampshire University.

General Counsel

As General Counsel, Amy Quimby leads MassHousing’s internal legal team, supports the Agency’s business lines and ensures compliance with legal and statutory requirements. Amy has extensive experience in housing and finance, and has served as an attorney for public, private and nonprofit organizations. Most recently, she was assistant general counsel for the Federal Home Loan Bank of Boston.

Amy earned her undergraduate degree from the University of Massachusetts at Amherst and her J.D. from Suffolk University.

Vice President of Multifamily Programs

Mark Teden oversees the origination, underwriting and servicing of MassHousing’s multifamily loans, leads the development of new loan products and business opportunities, and serves as the primary liaison for the Agency’s multifamily development and management business lines.

Immediately prior to joining MassHousing, Mark served as the Managing Principal and Chief Operating Officer for Bruner/Cott & Associates, Inc., and prior to that as Executive Vice President at Cambridge Savings Bank. In addition, Mark served as a Board member at Homeowner’s Rehab, Inc., for over 20 years. He earned an undergraduate degree in Finance from the University of Massachusetts at Amherst and a Master’s in Business Administration from Northeastern University.
