Business Analyst

We would like a team member with excellent organizational skills and the ability to multi-task their assignments. This person must be able to recognize a crisis from a non-crisis situation. Comprehensive Permit Specialist - Monitoring

Assist with the interpretation and coordination of policies and actions relative to MassHousing's role as project administrator in "Comprehensive Permit Programs for which Financing Is Provided by a Non-Governmental Entity."

Implement Department of Housing & Community Development (DHCD) policies regarding the monitoring of compliance with Chapter 40B and related regulations and guidelines, including coordinating and/or acting as a liaison between MassHousing and other agencies, third party monitoring agents, lottery agents, and developers. Ensure compliance with applicable laws, regulations and/or Agency policies, standards and guidelines. Track and evaluate Chapter 40B monitoring process and practices for quality and effectiveness; make recommendations for improvements and initiate and conduct ad hoc reviews for compliance. Assist with development and implementation of policies, documents, procedures and training materials and opportunities for third party monitoring agents, in furtherance of the Guidelines.

Assist in identifying – and responding to – problem areas under the Guidelines. Implement DHCD policies regarding site evaluation and final approval processes. Assist with the administration of the application pipeline and monitor key milestones, documents, policies and actions relative to the Site Eligibility Approval and Final Approval processes.

Qualifications: BS/BA degree required; graduate degree in Law, Planning or Public Administration preferred. 5-7 years of experience (or 2-4 years’ experience with graduate degree) in housing or real estate development, permitting and land use regulation, particularly affordable housing and Chapter 40B. Knowledge of real estate and governmental programs. Strong organizational skills and the ability to work independently on multiple tasks simultaneously with little or no direct supervision. Diversity & Inclusion Relationship Manager

The Diversity & Inclusion Relationship Manager ensures that all MassHousing financed projects maximize minority owned business (MBE) and women owned business (WBE) utilization and workforce participation. The Manager works with customers to establish MBE/WBE goals for utilization and workforce and maintains tracking and reporting systems under the guidance of the Director of Diversity & Inclusion. The Manager collaborates with MassHousing staff, including Rental Operations and Rental Lending teams, and reviews project compliance.

MassHousing seeks a business professional who can fit into a fast-paced work environment, to provide effective community outreach and monitoring,while also working collaboratively to create and maintain tracking and reporting systems that will measure our community impact.

The Manager will:

  • Work with General Contractors to establish ambitious,achievable MBE and WBE goals
  • Develop work plans with measurable objectives for each project's agreed upon MBE and WBE goals
  • Monitor,measure,track,and report on each project's progress towards MBE and WBE goals, both internally and with Developers and Contractors
  • Intervene with problem solving strategies and resources to enhance project success,if a project is not achieving its goals or is not providing required reporting
  • Escalate discussions to project underwriter,Director of Diversity & Inclusion and Executive Director,if a project is persistently underperforming
  • Assist with expanding and maintain the MassHousing database of MBE and WBE subcontractors and vendors,including vendors that can be utilized both in Rental Asset Management and Project Development
  • Build relationships with new and known MBE and WBE firms
  • Work to identify,mentor,and support growth of emerging MBE and WBE subcontractors
  • Provide underwriters with statistics on sponsor and contractor performance for discussion at committee and board meetings
  • Facilitate discussions with other community development financing sources,to encourage industry-wide discussions on the importance of MBE and WBE capacity building,and identify appropriate action steps.
  • Determine the most current research tools in keeping updated with the trends of the industry

Financial Accounting Specialist

Responsible for the preparation of the financial statements for one or more of the Agency's companies/bond programs. Prepares quarterly review and annual audit packages with required supporting schedules. Posts journal entries, reconciles general ledger to all subsystems, reconciles all assigned bank accounts, and prepares monthly trial balance for assigned funds or companies/programs. Analyzes activity posted to the general ledger, loan and investment yields, and investment portfolios to assess current/future impact and trends. Ensures compliance with reserve requirements and investment guidelines for assigned programs and companies. Prepares and analyzes the statement of cash flows and flux schedules and assists in the preparation of the program budgets for assigned programs and companies. Performs special projects or other duties as assigned.

Qualifications
Bachelor's degree in Accounting or Finance or equivalent. CFA, CPA, CMA and/or MBA preferred. 3-5 years of experience in a large financial institution, bank, housing finance agency or CPA firm, preferably with a focus on mortgage lending. Demonstrated ability to analyze financial information in a large financial organization and to work under tight deadlines. Must possess outstanding financial and analytical skills as well as strong oral, written, and computer-based presentation skills. Proven ability to work effectively with all staff levels of a large financial organization, including the ability to develop effective working relationships with senior level staff. In addition to developing a working knowledge of GAAP and GASB, must become thoroughly familiar with relevant bond indentures, covenants, contracts, regulatory agreements, laws and other matters to assure that compliance is met with all requirements.

Loan Acquisition Specialist

Perform loan purchasing functions of Secondary Marketing department. Serve as primary contact with outside vendors conducting pre-purchase loan reviews. Use working knowledge of RESPA and other federal compliance requirements to manage daily pipeline report for ensuring timely processing of loans. Handle loan related inquiries generated by lenders and internal staff. Respond to, trouble shoot, and resolve customer questions in an efficient and professional manner. Authorize the funding of mortgage loans upon certification of all loan documents by third party vendors. Review closing documents and HUD-1 settlement statements to validate wired amount, the signing off of funding conditions, and data integrity of all loan files. Manage lender wire instructions and bailee relationships. Implement process refinements and best practice solutions in an effort to increase productivity and minimize costs. Assist Manager with daily Secondary Marketing responsibilities/tasks and act as a liaison for the department and Accounting Servicing.

Desired Skills and Experience
BS degree in Business. Minimum 3 - 5 years of experience with loan closing/funding; current experience with MassHousing/HUD programs as well as warehouse lending and investor settlements a plus. Current knowledge of residential mortgage lending regulations/requirements and the ability to handle multiple tasks, large volume, and meet daily goals and deadlines. Excellent organization, verbal and written communication skills required, as well as strong attention to detail, and proficient math skills with a high degree of accuracy. Must be proficient with MS Office and databases. Ability to work independently, and as a team member, while using discretion and sound judgment in problem solving and decision making.

Senior Asset Manager

Monitors physical/financial viability of portfolio properties by reviewing and evaluating property management agreements, loan restructuring and work-outs, financial statements and schedules, and all relevant contracts and reports. Implements strategies and action plans for financially troubled developments. Ensures timely collection of notes, receipts, and fees, helps to locate alternative sources of funding, ensures compliance with subsidy programs and government regulations, and modifies managing agents’ operating budget as required. Serves as a primary contact for owners, developers, management agents, public officials, resident groups, and other Agency departments. Conducts on-site visits and attends various meetings pertaining to rent increases and residential/management issues. Prepares financial status reports, reviews invoices for disbursement, and processes rent increases and schedule changes. Trains Asset Managers on procedures/practices and presents rent increase information to Board subcommittee. Assists Portfolio Manager as needed.

Qualifications: BS degree in Real Estate Management, Accounting, Business Administration, or Finance. 5+ years of experience in property management, underwriting, asset management or real estate finance and/or equivalent education (e.g., Master in City Planning, Master in Public Administration, Master of Business Administration). Previous work experience with financial analysis and budgeting, human relations, and negotiating. Excellent organizational skills and proficiency with Microsoft Office. Knowledge of Federal and State subsidy programs, fair housing and housing service systems preferred. Valid driver’s license required.

Senior Database Architect

Architect will be accountable for developing and implementing a data management strategy and framework, a governance model, business case, and processes for managing our data on an ongoing basis. Manages complex databases to conceptualize and develop solutions based on application requirements. Detailed Knowledge of a variety of database platforms and system interactions.

Responsibilities

  • Develops multiple solution alternatives based upon an understand of the key requirements

Knowledge & Skills

  • Solid understanding and working knowledge of SQL Database technology – SQLServer.
