We are excited to share with you a draft Common Pre-Application for affordable housing. We welcome and encourage your feedback and comments.
This Common Pre-Application was drafted by a committee comprised of industry representatives and MassHousing staff under the leadership of Melissa Fish-Crane, Principal, Chief Operating Officer of Peabody Properties and Karen Kelleher, Deputy Director of MassHousing.
Several years ago, affordable housing owners, managers and advocates suggested that we create a Common Pre-Application that could be used to place an applicant on affordable housing waiting lists or for use in a lottery.
We began the Common Pre-Application initiative with a goal of developing a short, user-friendly form that focused on the applicant’s eligibility for wait list placement. Having a self-certifying, short Pre-Application form makes the application and waitlist placement process easier for prospective applicants and makes the application review process less arduous and costly for management agents.
It is important to note that as the applicant nears the top of the waiting list, a comprehensive application will be required to verify both eligibility and suitability for living at the property.
Introducing this short Pre-Application form is the first step toward our long-term goal of implementing a uniform affordable housing application software program accessible on a statewide database.
