Business Systems Analyst

Since its inception in 1966, MassHousing has supported affordable home ownership and rental housing opportunities throughout Massachusetts. Currently, MassHousing is seeking an energetic professional for the position of Business Systems Analyst to continue the Agency’s storied history of affordable housing funding.

The Business Systems Analyst in the HomeOwnership Systems and Technology department has both a strong information technology background and a natural talent for business and data. The business systems analyst identifies and solves process, data, and software problems and acts as a liaison between internal customers and technical development teams. S/He facilitates effective communication between stakeholders to ensure that projects are of the highest quality and that customer needs are met. S/He is adept at managing up and across the organization and is comfortable and skilled at interacting with peers and superiors alike. More specifically, the Business Systems Analyst is responsible for the following:

  • User account administration for various software systems
  • Gathering business requirements for technical projects
  • Analyzing and documenting business processes and developing workflow to support them
  • Project managing discreet technical initiatives
  • Developing low-code and no-code business solutions with a variety of office and development tools
  • Producing high quality analytic work including list reports, dashboards, trend analysis, charts, graphs, etc.
  • Mentoring business line staff in the use of analytic tools and other software
  • Researching software for possible solutions to business problems

Qualifications:
Bachelor’s degree in computer science, mathematics, statistics, business analytics, business administration, or related field. Master’s degree preferred and may compensate for 3 – 5 years of work experience. 5 – 10 years relevant work experience with increasing levels of responsibility. Distinctive ability to understand a business process, identify areas for improvement, and propose solutions. Familiarity with software development concepts and practices. Must possess a substantial combination of the following skills: Developer level experience with Excel and other MS Office tools; Business process and workflow design; Ability to create high-quality documentation using Microsoft Office tools; SharePoint and/or web design; SQL and/or Cognos BI reporting or similar software; Complex analysis using Excel; and, Data Visualization. Should excel in the following ways: Written and verbal communication; Time and task management; Interpersonal skills and outgoing personality; Attention to detail; Critical thinking and problem solving; and, Customer service. Previous experience with agile project management (Kanban or scrum) preferred. Familiarity with affordable housing, mortgage lending, and/or real estate a plus. Must be ambitious, curious, charismatic, well organized, and comfortable with a long “to do” list.

Salary: $70,000 - $78,000

Financial Accountant

Since its inception in 1966, MassHousing has supported affordable home ownership and rental housing opportunities throughout Massachusetts. The Agency has provided more than $22 billion for affordable housing in that time. Currently, MassHousing is seeking an energetic professional for the position of Financial Accountant to continue the Agency’s storied history of affordable housing funding.

The Financial Accountant is an entry level position in Financial Reporting and reports directly to the Financial Accounting Supervisor. He/she is responsible for assisting with the accurate and timely preparation of MassHousing’s financial statements, which is the primary tool that allows MassHousing to borrow funds, participate in government programs (GNMA, FNMA, FFB) and develop creative strategies to enable the Agency to further its mission. More specifically, the Financial Accountant is responsible for the following:

  • Performing assigned monthly reconciliations of Cash, Cash Equivalents, Loans Receivable and Debt.
  • Proposing accounting journal entries to the General Ledger as necessary.
  • Preparing, analyzing and reconciling various assigned monthly and quarterly program package deliverables including balance sheet account proofs, Statement of Cash Flow, Income Statement, Statement of Net Position, quarterly flux analysis.
  • Preparing fund or program cash flow projections.
  • Collaborating with other Finance and Agency staff to research variances in reconciliations.
  • Performing other duties as assigned by the Financial Accounting Supervisor or Manager.

Qualifications:
Bachelor's Degree in Accounting. 1-4 years of accounting experience, fund accounting or banking preferred. Experience with automated General Ledger systems a plus. Understanding of accounting concepts and exceptional critical thinking and problem-solving skills. Strong work ethic and the ability to work independently with minimal supervision, and as a member of a team. Strong interpersonal and communication skills. Effective time management and project management skills. Proficiency with Microsoft Office Suite, especially Microsoft Excel.

Salary: $55,000 - $71,000

Policy Innovation Associate

Currently, MassHousing is seeking an experienced professional for the position of Policy Innovation Associate to continue the Agency’s storied history of affordable housing funding.

The Policy Innovation Associate works as part of team to research and analyze data and trends that supports MassHousing as it confronts the Commonwealth’s housing challenges. This position enhances the capacity of the executive team with a focus on developing raw ideas into policy and programs. This personable team player designs criteria to evaluate the impact of existing and new products and programs to inform strategic directions. The Policy Innovation Associate also facilitates teams that may consist of internal and external stakeholders as MassHousing pilots’ solutions to housing issues across the Commonwealth. S/He can make high level concepts and dense data easily accessible to audiences with varying levels of familiarity with the issues. The position reports directly to the Executive Director.

More specifically, the Policy Innovation Associate is responsible for the following:

  • Research and analysis. Research qualitative and quantitative data to set policy objectives. Analyze existing data and trends to identify opportunities and strategies to meet policy objectives. Research market trends, products and programs to identify opportunities to enhance MassHousing’s competitive advantage in meeting customer needs.
  • Facilitate interdisciplinary teams through ideation to implementation. Work with Executive team to identify key stakeholders to participate in design and evaluation of products and programs that advance MassHousing’s strategic agenda. Lead those teams through ideation, feasibility, implementation and evaluation. Provide technical assistance to teams in the form of research, presentation of data trends, accessing relevant external resources and other activities. Regularly report to the Executive Leadership team about progress and recommendations for how to proceed.
  • Gather, present and disseminate information. Prepare key documents and presentations for executive team members on policy objectives. Organize forums, panels and seminars intended to solicit new ideas, report on data and/or present recommendations.
  • Generate new ideas. Supports the Executive Leadership team, including business unit leaders, with identifying new strategies and emerging market opportunities.
  • Evaluate performance. Develop evaluation criteria for existing and new products and programs. Regularly review criteria with internal and external stakeholders. Use evaluation data to inform strategic decisions about products and programs.
  • Perform other duties as assigned by the Executive Director.

Qualifications:
Bachelor’s or Master’s (preferred) degree in Business Administration, Public Administration, Urban Planning or related field, or equivalent work experience. Three years professional experience in housing policy and research, mortgage lending and servicing, or related fields.

Salary: $80,000 to $102,000.

Technical/Administrative Assistant

The Technical/Administrative Assistant reports to a Senior Portfolio Manager in Asset Management and serves as a liaison to both the Asset Management staff and other Rental Management departments to promote the accessibility of departmental data. S/He also works with the department's Executive Assistant to maintain data integrity and information systems to meet the needs of Asset Management group. More specifically, the Technical/Administrative Assistant is responsible for the following:

  • Designing and maintaining databases for tracking projects and department goals.
  • Tracking and monitoring Asset Management's group activities.
  • Developing, modifying, and entering data and ensuring data integrity.
  • Conducting research and analyzing data to prepare reports for the department and division, as requested.
  • Acting as a liaison for Asset Management, serving as a point of contact for customer inquiries and responding to requests for information.
  • Assisting Executive Assistant with special projects.
  • Providing outstanding customer service to all internal and external customers, including co-workers, residents, and business partners.
  • Performing other duties as assigned by the Senior Portfolio Manager.

Qualifications:
Associate’s degree or equivalent. 3-5 years of related work experience. Excellent communication, interpersonal, organizational, writing, verbal and analytical skills. Demonstrated ability to work independently and manage multi-task functions. Ability to conduct independent research requiring sound judgment. Familiarity with related business practices and procedures in areas such as federal and state housing program, mortgage banking, and finance. Treasury Specialist

Currently, MassHousing is seeking an experienced professional for the position of Treasury Specialist to continue the Agency’s storied history of affordable housing funding.

Under the direct supervision of the Treasury Manager, the Treasury Specialist is responsible for executing treasury functions such as cash management, preparation of wire transfers, bank account management, and investment management. More specifically, the Treasury Specialist is responsible for the following:

  • Analyzing Agency bank accounts to ensure cash flow adequacy.
  • Working closely with the Treasury Manager to detect potential problems that may cause limited cash flow.
  • Assessing, reviewing, and safeguarding the integrity of all company back accounts by researching and understanding bank transactions.
  • Working closely with the Treasury Manager on cash management activities, such as funding, when needed, maintaining loan schedules, and submitting funding requests.
  • Processing Investment and Debt Service transactions in designated software program.
  • Working closely with both internal and external partners including, but not limited to, other MassHousing staff as well as banking and investment entities.
  • Performing other duties as assigned by the Treasury Manager.

Qualifications:
Bachelor’s degree in accounting, finance or related field. Minimum of 5 years of increasing responsibilities in treasury/accounting/finance, with banking responsibilities or combination of degree and experience required.

The candidate should be technologically savvy and be able to demonstrate competence in a variety of technological platforms and processes. Demonstrated proficiency in Microsoft Office and related software programs, Microsoft Excel proficiency required.

Salary: $71,000 to $90,000.
